Report Card Comments are added to get a list of pre-created comments for a specific course or for all courses. To create go to Grades >> Setup >> Report Card Comments and select the course period from the dropdown in which you want to enter the course specific comments. Then type the comments and sort order and click on save.
To create common comments for all the courses, select All Courses tab and then create the comments.
You can also create general comments under General tab and setup the comments for the courses.
After creating the Course specific or independent comments teachers or admin can enter these while entering the final grades for a student. Just select the comment from the dropdown shown below.
Now, the given comments would show up in the report card along with the explanations.
